Theming Bonuses allow you to milk a bit more Culture and Tourism out of your Civ’s Great Works of Art, Music, Writing, and Artifacts found by Archaeologists. This Guide will teach you how to use this feature to aid in Cultural Victory, or simply boost your Culture per turn a few notches to Adopt new Social Policies faster or help fend off another Civ’s Culture to prevent their Victory. Knowledge of each building’s requirements can help you to plan and maximize Tourism output for a faster victory.
How it Works
Click on Culture Overview in the top-right portion of the screen to access the Great Works management area and also see how your Tourism stacks up against other Civs’. Using the interface is simple, just click on a Work and the slot you’ll move/swap it to. Hovering over a building that indicates +0 will show what you’re supposed to do in-game, while I’ve provided a full list of buildings that offer bonuses below to help you seek Wonders and Technologies that will let you take advantage of this feature.
Swapping Great Works
You can aid yourself in the acquisition of Great Works of Writing, Art, and Artifacts (but not Music) by swapping those you don’t need with the AI through the top of this same Culture Overview screen. These three types may only be traded for the same kind, but you can see what other Players and the AI are offering to get rid of out of their collections. The +X next to each Great Work or Artifact shows you whether it’s currently receiving a Theming Bonus. Put those you know you won’t need up for trade with other Civs. Every Civ would do well to trade a couple Works of Writing to slip into their Oxford University, as they must come from other Civs.Choose your Artifact based on what you need to finish Bonuses for the Louvre or your Museums
Museums
Museums get special mention here, as they’ll aid a bit in boosting your Theming on a Civ-wide scale. Museums only give +1 Theming bonuses but can be built by any City that has also built a Monument, Amphitheater, and an Opera House. They are special in this regard, for every other type of building that isn’t a World Wonder or National Wonder does not offer a theming bonus at all, so it’s worth swapping these around and ensuring that you pick up that second Artifact and knowing which kind to choose.
Art and Artifacts
You can fit Artifacts into any building’s Art slot, but that is only for storage. Artifacts do not count as Art for theming bonuses and are only used by the Louvre and Museums. Great Works of Art are created by Great Artists, while Artifacts are found by Archaeologists. When an Archaeologist digs up an Antiquity Site or Hidden Antiquity Site, you’ll get an option to build a Landmark or take an Artifact. Sometimes you will get to choose among a couple types of Artifacts. It’s worth noting that Barbarians and each individual City State count as Civilizations when it comes to the Museum and Louvre Theming bonuses. Unfortunately, taking all the Exploration Social Policies to reveal these Hidden Antiquity sites is hardly worth it unless you’re on a map with loads of water and need those boosts already. *Double Theming: Aesthetics Social Policies and France
Taking all the Aesthetics Social Policies will allow you to get double for all Theming Bonuses in the above list. France gets double that again for their City of Light special, but only for Theming Bonuses in Paris, which makes them highly suitable for a Cultural Victory that focuses on ensuring you get at least some of these Wonders in your Capital. France gets an achievement for taking all of Aesthetics and getting the maximum bonus for the Louvre, at +16 (4x2x2).
Getting The Great Works and Wonders through War
If you lack Great Works from earlier Eras or from other Civs, you may resort to War in order to get it. When you conquer a City, you’ll capture any Great Works that were stored there, although your enemies can certainly move them to avoid you capturing them - it all depends on the slots they have available and whether they bother to do so. You certainly should move Works and Artifacts out of any City that is about to be conquered if you’re on the receiving end of this strategy. It is particularly helpful even in such a peaceful victory type as Culture, for you are at once stifling an opponent’s Cultural Output while simultaneously raising your Tourism Output. Use the Culture Overview to help you see which opponents are going to take the longest to overtake, as they likely have Cultural Wonders and Works that you can take for yourself should you be capable of doing so without landing yourself in a massive war or angering an ally.
Maximizing Tourism and Theming
Theming Bonuses are taken into account along with the +Tourism from your Great Works and Artifacts before any percentages kick in, so you can expect to get much more than +8 out of the Louvre depending on all the factors that increase Tourism, which are outlined in the Cultural Victory Guide.Share Tips and FAQs (4)

So you need 1 bead that is from another era/civ to go with it. Get that completed and then move on to the 2 pieces of art (paintings, specifically) and get those from 2 other Civs. I tend to have no problem remembering what Civilizations I already have, just keep in mind the eras I do not have. Just do it in steps.
I think you can tell what ones already are involved in Theming Bonuses as they have +0 or +1/2 next to them, so that you don’t have to worry about trading something you are already using in theming.
I myself found the Louvre to be really complicated at first, but so long as you’re active with Archaeologists it is easy to get 2 artifacts from Civs that are not your own (city-states/barbarians), supplement that with a painting and look to see what Era/Civ you could grab to finish it. Overall I agree with your assessment that it is clumsy and wish it had a more hands-off approach, in that artworks should go into the building that will get the most Tourism automatically. Sadly, you’ve just gotta go back and forth between those two screens. It’s almost like Theming is a secret known only to a percentage of players because of this.
Wish I could be more helpful, but once I got used to the interface and established what I needed to remember, it was a non-issue for me. Wonders take priority for theming, then museums, and I don’t worry about any art that is in a building that doesn’t have theming - it is just a holding place for swapping things around to get Theming Bonuses.

Great Artists
Great Art is an area often ignored or misunderstood but there is value in understanding how they work for both a key inspiration and for getting themed Art museums relatively early. Considering great artists are created regardless and do not cost additional to create (like Archaeology) they can be faster to fill and theme than using archaeological museums to some degree.
*A great artist creates 3 great works of art for use in various buildings for culture and toward a culture victory
*Great Artists are civilian units that can move 4 tiles, have no ZOC and cannot be killed apart from by nukes. Instead they are returned the nearest friendly city.

Great art comes in 4 types listed with the great work.
*Religious – the first available great art form able to be themed in the Renaissance era.

Great Art culture and tourism and culture values
*A single great work of art produces 3 culture and 2 tourism. These are called the base values.
*A second great work of art from the same artist in the same museum only produces 1 culture and 1 tourism so try to avoid this at all possible. This restriction does not exist for other buildings like Apadana and Hermitage so use them to store duplicates with the best value.
*Great work of art in a museum can be themed to double their base values (see theming)
*Various tourism modifiers can also increase the tourism value further (see modifiers)The museum on the left has 3 works from the same great artist so is only producing 5 culture (3+1+1) and 4 tourism (2+1+1) while the museum on the right has art from 3 different artists so is producing 9 culture (3+3+3) and 6 tourism (2+2+2). *To theme an art museum, you must have art of the same type but of different artists.

Purchasing Great Artists
*Oracle provides a 25% discount purchasing Great artists with faith
*Theocracy provides a 15% discount purchasing Great Artists with faith

Stealing the right great artist is not easy. For a start the choice is random and may be a work of great writing of music instead. The great work of art may not be housed in a museum and therefore not be able to be stolen. If a city has an art museum and little else, then persistence with espionage will pay off but will take some time. Therefore, stealing great works for theming is normally not the best approach and trading/purchasing the great work is often better. Steak great works is primarily to break other civs theming and to generally reduce their culture output. At this stage of the game you have other more powerful options for tourism.
The Hermitage
The hermitage does degrade the value of work by the same artist nor does it provide value for themed art.
In the below Hermitages, the left one is 3 sculptures by different artists and a landscape painting, the centre one is 3 religious works by 1 artist and a religious work by another. The right one shows for religious works by different artists. All are treated the same.

Wonders take priority for theming, then museums, and I don’t worry about any art that is in a building that doesn’t have theming - it is just a holding place for swapping things around to get Theming Bonuses.

Great Artists
Great Art is an area often ignored or misunderstood but there is value in understanding how they work for both a key inspiration and for getting themed Art museums relatively early. Considering great artists are created regardless and do not cost additional to create (like Archaeology) they can be faster to fill and theme than using archaeological museums to some degree.
*A great artist creates 3 great works of art for use in various buildings for culture and toward a culture victory
*Great Artists are civilian units that can move 4 tiles, have no ZOC and cannot be killed apart from by nukes. Instead they are returned the nearest friendly city.
*A museum holds 3 slots for great works of art.
*A great work of art can only be moved once per 10 turnsGreat Artist Points
Generating great artist points early in the game so you can gain the Humanism Civic inspiration requires the use of theatre projects (or using one of Brazil’s entertainment projects).

*Stockholm CS Suzerain increases museums by +1

*Hermitage +3 (Natural History – 1760 prod)

*A Street Carnival (Brazil) creates (5+(project production/5))/2 great artists points
*When a great artist has been recruited, Brazil gains back 20% of the points put toward the next great artist.Note: Oracle and Divine Spark do not provide any +GPP points benefit for great artists.

*Great artists create great art and you can see what types of great art they will produce by hovering over their unit. The art is produced in the order listed.
*Great art is produced when you move a great artist to a tile that has a building able to store an additional great work of art and you choose the create great work button on the unit.
*When great art is placed in a building it cannot be moved for the next 10 turns.Great Art types
Great art comes in 4 types listed with the great work.
*Religious – the first available great art form able to be themed in the Renaissance era.
*Portrait – First able to be themed in the Modern Era
*Landscape – First able to be themed in the Modern Era
*Sculpture – first able to be themed in the Atomic EraReligious art is not counted as a religious item for negative tourism modifiers due to religion
Great Art culture and tourism and culture values
*A single great work of art produces 3 culture and 2 tourism. These are called the base values.
*A second great work of art from the same artist in the same museum only produces 1 culture and 1 tourism so try to avoid this at all possible. This restriction does not exist for other buildings like Apadana and Hermitage so use them to store duplicates with the best value.
*Great work of art in a museum can be themed to double their base values (see theming)
*Various tourism modifiers can also increase the tourism value further (see modifiers)The museum on the left has 3 works from the same great artist so is only producing 5 culture (3+1+1) and 4 tourism (2+1+1) while the museum on the right has art from 3 different artists so is producing 9 culture (3+3+3) and 6 tourism (2+2+2). Please refer to the theming section to see additional values from theming.
Theming
*To theme an art museum, you must have art of the same type but of different artists.
*Themed art is worth double the culture and tourism value
*You can move a great work of art once per 10 turns.
*It is possible to have 19 themed art museums.
*The Swedish Queens Bibliotheque automatically themes great works in it once all 6 slots are filled.Inspirations
*Creating a great artist triggers the Humanism inspiration worth 216 culture.
*Creating an art museum triggers the Opera and Ballet Inspiration worth 290 culture.
*Creating a themed museum triggers the Cultural Heritage inspiration worth 680 culture.Great Art Bonuses
*The Heritage Tourism card (Cultural Heritage civic) provides +100% tourism for great works of art. This is 100% of the base tourism value, not the total.
*Pingala with the Curator promotion doubles the base value of a great work of art in the city, not the total value.
*Great art is also increased by other global tourism modifiers at the city, civilization or route level which is covered in other areas of the tourism guide.This image shows 2 themed art museums with the Heritage tourism card slotted. The one on the right has 3 works of art (6 base tourism), the base is doubled for Heritage tourism and doubled for theming making 18 tourism. The museum on the right is in a city with Pingala showing the base is doubled again (6 base +100% base for Heritage tourism +100% base for Theming +100% base for Pingala = (6+6+6+6) = 24)
Purchasing Great Artists
*Oracle provides a 25% discount purchasing Great artists with faith
*Theocracy provides a 15% discount purchasing Great Artists with faith
*Democracy provides a 25% discount in purchasing great artists with Gold.Stealing Great Artists
Stealing the right great artist is not easy. For a start the choice is random and may be a work of great writing of music instead. The great work of art may not be housed in a museum and therefore not be able to be stolen. If a city has an art museum and little else, then persistence with espionage will pay off but will take some time. Therefore, stealing great works for theming is normally not the best approach and trading/purchasing the great work is often better. Steak great works is primarily to break other civs theming and to generally reduce their culture output. At this stage of the game you have other more powerful options for tourism.
The Hermitage
The hermitage does degrade the value of work by the same artist nor does it provide value for themed art.
In the below Hermitages, the left one is 3 sculptures by different artists and a landscape painting, the centre one is 3 religious works by 1 artist and a religious work by another. The right one shows for religious works by different artists. All are treated the same.
